One of the criticisms of the new superlicence system was that the tight conditions that have been laid down mean some drivers who appear more than qualified to race in F1 could be barred from doing so.
An example that cropped bike up when the FIA's conditions were released was that Michael Schumacher would not have qualified for his return in 2010 - having failed to compete in five grands prix in the previous three seasons.
However, the FIA has made clear that in exceptional circumstances it is possible that the FIA's World Motor Sport Council could be asked to accept licence applications from drivers who do not strictly fit the criteria.
It means that drivers who currently qualify for a superlicence thanks only to F1 test mileage, like Mercedes reserve Pascal Wehrlein and Williams tester Susie Wolff, will not do so in 2016 unless they fulfill the new criteria.
Asked specifically about these two drivers and if they would get a superlicence if they did not accrue the points or grand prix starts, the FIA said: "They would not currently qualify for a 2016 full superlicence."

Article 41 of the rule books outlines how the VSC procedure will work - and makes it clear that it will normally be implemented when "double waved yellow flags are needed on any section of track and competitors or officials nascar may be in danger, but the circumstances are not such as to warrant use of the safety car itself."

The 2013 World Endurance champion, who raced in F1 for Toyota in 2002, believes that the current generation of cars have too wide an operating window and that making them trickier to drive is important for the spectacle.
"You used to really have to work it - remember Nigel Mansell and that period where you really had to manhandle the car - and that's not really the case any longer.

After weeks of discussion between team bosses and technical chiefs over a sweeping rules overhaul, matters will reach a head when what could be the final vote is taken at a meeting of the F1 commission in Geneva.
Although there is still a year to go before any potential alterations would make it onto the track, adjustments to the F1 rule-making process mean that realistically agreements have to be reached this week to make changes possible for 2016.
While the engine tweaks intended to bring back 1000bhp are not realistically expected until 2017, some factions want the new generation of cars - with wider track, wider tyres and more downforce - to be racing by the start of next season in advance of the engine revamp.
Not all teams are in favour of this timetable, with some arguing that stalling for another year would allow more cost-effective development and could potentially tie in with a fresh tyre supply contract that is due to start for 2017.
That is because the next official meeting of the WMSC, which is normally dwight howard where changes are ratified before being put into the rules, is not scheduled to take place until March 20 in Geneva - nearly three weeks after the March 1 cut-off.

McLaren are not expected to compete for a podium place in the opening races after a number of setbacks in the three testing sessions in Spain the worst of which was Fernando Alonso s crash which has put him out of the Australian Grand Prix at Albert Park and led to speculation over the cause of the accident. In testing McLaren lagged behind not only the title favourites Mercedes but also Ferrari, Red Bull and Williams.
Coulthard, who had nine seasons with the Woking team between 1996-2004, said: I just can t get my head around the situation and all the difficulties they ve had. Honda [who supply McLaren s power unit] are behind right now and it will take them time to catch up. But they had an extra year to develop marathon their engine. Last year, when the new engines marathon were introduced, Ferrari and Renault didn t do as good a job as Mercedes.
But while all that was happening Honda had already signed to McLaren and had a year learning and developing, so it s really weird. There s stuff going on there which is very unMcLaren like. But then they ve had a pretty marathon bad run for years now.
Last season McLaren s drivers Jenson Button and Kevin Magnussen finished on the podium in Australia but failed to do so for the rest of the season with the team battling to finish fifth in the constructors championship ahead of Force India.
Coulthard thinks McLaren, who last won the constructors championship marathon in 1998, are too distracted by making road cars to focus fully on the challenge of Formula One. Ron Dennis [the chairman of the McLaren Group] has this desire to grow the group and launch cars and run a Formula One team. But no one can give 100% to two things. It s physically impossible.
They brought the F1 sports car out in the 1990s and then the Formula One team dropped off for a while. Then the Formula One team came up before they did the SLR with Mercedes, and then the racing team went down. Then it went up again and then, recently they brought out another road car, the P1, and the F1 team has gone down again. There is definitely this cycle.
It was the same thing at Ferrari when they had the Jean Todt, Michael Schumacher, Ross Brawn period. They were totally focused and they created this winning machine. And when that focus disappeared the team lost their way.
Last year there were changes at McLaren but it was a very disappointing year for them. They had all this restructuring going on and they had a good engine but they just didn t have a good car. They might not have the best engine now, in the Honda. But you ve got to believe their design marathon team can do a better job than they have done. They ve got amazing design facilities. If this was a competition to decide marathon who had the best facilities to design the best piece of kit McLaren would win the world championship every year. Ferrari is a pretty tired and run-down place. Red Bull is an industrial estate in Milton Keynes. It s not sexy.
Coulthard believes McLaren have the right man to turn things round in the racing director, Eric Boullier. I ve been really impressed by Eric and his focus. There s clearly a guy there who knows how to bring everything together. But where are the sponsors on the car? You can t run these things on fresh air.
Coulthard has also been bewildered by the Alonso situation, in which the driver spent three days in hospital following his concussion but was then declared not to be injured by Dennis, before being advised marathon not to race by doctors.
It does not add up. You can take at face value the information we re being given. But are we being given diluted information? It s possible but it s a risky strategy because these things eventually come out.

Following an initial campaign by Ferrari to challenge F1's engine rules, rebel wilson motor racing's governing body has accepted that it must allow manufacturers freedom to improve their power units during the 2015 season.
Current entrants Renault, Ferrari and Mercedes have a total of 32 tokens that can be used between rebel wilson now and the end of the season, while Honda will have an average of those unused by its three rivals at the first race.
Should Mercedes find plenty more from its engine then, while the FIA's stance currently looks like a victory for the opposition, it could actually have opened the door for there being a bigger gap at the front.
The full impact of the new interpretation of the homologation rules may not even be fully felt until 2016, with Mercedes perhaps able to exploit freedoms this year to make a big leap forward longer term.
And one strategic option that Mercedes motorsport boss Toto Wolff has talked about is playing the longer game, and using tokens rebel wilson as late at September rebel wilson for early introduction of 2016 components that could give it a big step forward longer term.

Engine manufacturers are allowed to change up to 48 per cent of their power unit for this season, with modifications allowed at any point over the campaign mako .

AUTOSPORT revealed cap last week that a loophole in the F1 technical regulations means Mercedes, Ferrari and Renault are allowed to introduce cap updates to their 2014 engines at any time over the course of this year.
The FIA also clarified that in the interests of fairness and equality, new manufacturers would not be given any extra freedoms and would have to abide by the same restrictions that Mercedes, Renault and Ferrari faced in 2014.
It could argue that changing parts of the engine is a breach of appendix 4 of F1's sporting regulations, which states that: "A manufacturer may homologate no more than one specification of power unit."
If a carmaker used two different types of engine in a season then it could be argued that it would be homologating two power unit specifications. A final decision would have to be made by FIA race stewards.

AUTOSPORT has learned that the discussions between the Power Unit Working Group and the FIA were positive, although it is unlikely that any of the changes being talked about will come in to force until 2017.
Instead, an increase to the fuel flow rate, higher revs, minor design tweaks such as to crank firing, plus increasing the maximum fuel allowance beyond 100kg, would be enough for the current engines to hit the 1000bhp target.
The ideas have now been put forward bristol for further discussion by F1's technical directors later this month, and will also be tabled at the next meeting of the Strategy Group, in a bid to get the green light for more detailed work.

The Formula One Australian Grand Prix itself was a bit of a turd, with more excitement over which unreliable car would drop out next than the actual racing. One man was there to save the day. One extraordinary man. I'm talking, of course, about the Governator , Arnold Schwarzenegger.
Only eleven cars remained after the inaugural Australian Formula One Deathmatch. Even Formula One called it a " race of attrition ." Post-race packers interviews sounded more like the 24 Hours of LeMons' video recaps, wherein the LeMons packers staff goes over all the butt turrible failures of the weekend.
Fifteen cars made it to the grid. Manor Marussia couldn't get their cars together in time, as they continued to wrench until the very last possible moment but still couldn't get their pair of cars to work. Additionally, Bottas was deemed unfit to race after suffering a back injury in qualifying. Finally, packers Magnussen and Kyvat encountered race-ending mechanical problems before the race even started.
After the race started, Pastor Maldonado immediately Maldonado'd , smacking a wall. His Lotus teammate Romain Grosjean wasn't far behind, retiring with mechanical problems. Max Verstappen was next, retiring with an engine failure. Finally, Kimi Raikkonen was accidentally released with a loose left rear wheel, which forced him to park his car.
This meant that only one person finished outside of the points: Jenson packers Button. Jenson's McLaren started to develop gearbox issues towards the end of the race, but his team instructed him to just stay out and limp it to the end. That sounds more like the kind of radio chatter you'd hear in endurance racing, but it was a solid strategy at that point. If anyone had retired in front of Button, Button would score points packers for just being out on the track.
The points for this race were bizarre. packers Sauber, who scored zero points last year, scored 14 points for this race and is currently third in the standings, largely thanks to Felipe Nasr driving in full beast mode and scoring a fifth place finish.
In other words, packers this race was all about the drama happening with retirements and the tiny grid, and less about the racing itself. It had all the makings of a race we'd rather forget until the driver's interview after the podium ceremony came around.
The podium interview after the race ends is usually a total flop, however, Schwarzenegger not only showed enough familiarity with the sport to ask decent packers questions, but he's Arnold Freaking Schwarzenegger . The Kindergarten Cop. The Terminator. On the podium, like a boss.
He asked about the drivers' fitness regimes, because packers of course. He even asked Mercedes driver Nico Rosberg, "How does it feel to come in second?" Hahahahahaha. Oh boy. What's Nico going to do, get in Schwarzenegger's packers face? Nope.
Schwarzenegger is still quite large in a totally jacked old man sort of way, so he had to convince Ferrari driver Sebastian Vettel that he could fit atop the third-place podium step next to him. It was a tight squeeze, but it was a tight squeeze with Arnold . Vettel seemed slightly uncomfortable with the close quarters until Schwarzenegger prompted Vettel to open up about his new spot at Ferrari (complete with ecstatic some lines in Italian).
I'm absolutely delighted that Arnie knew his Formula One. Every race would be better with Schwarzenegger. Every single one. If this hot mess of a race is indicative of how the rest of the season will go, we're going to need Schwarzenegger more than we already know.
